Dr. Debbie Smarr

Dean of Planning and Institutional Effectiveness

Dr. Debbie Smarr currently serves as Dean of Planning and Institutional Effectiveness at Grayson College.  Since 2010, she has worked with members of the faculty, staff, and students to facilitate an institution wide institutional effectiveness and planning process for the continued improvement of the college.  She has also been responsible for the creation and implementation of a college-wide assessment process, the development of the institutional research functions of the college and a data-driven decision making culture.  Dr. Smarr also serves as the Director of the college’s Quality Enhancement Plan (QEP), Got math?  In this role she has worked with the faculty and staff at the college to develop and implement a math pathways project focused on reducing the time to completion of the developmental mathematics sequence and implementing strategies for student support services targeted at student success.   

Dr. Smarr holds a Bachelor of Business Administration in Business Information Management, a Masters of Education in Educational Technology, and a Ph.D. in Leadership for Higher Education.  Her dissertation was a case study on Kate Galt Zaneis, the first woman president of a public four-year college or university in the United States. 

As an advocate for accountability and improvement Dr. Smarr has worked to improve the institutional effectiveness process and developed or revised current processes for continuous improvement and data-driven decision making.  She currently serves as the co-chair of the Grayson College Instructional Assessment Council and Co-chair of the Achieving the Dream Core Team.

Dr. Smarr has presented, facilitated, and served as a consultant in higher education.  She has presented at state, regional, and national conferences and has provided consulting services on the SACSCOC Re-accreditation processes.  She is a SACSCOC trained Institutional Effectiveness and QEP Evaluator.  Debbie is the recipient of the Association of Institutional Researchers Presidential Scholarship for the Data and Decisions Academy.  Debbie is a member of the American Association of University Women, the Texas Association of Institutional Researchers, and the Southern Association of Institutional Researchers. 

In her spare time, Dr. Smarr is active in her community as an advocate against domestic violence and teen pregnancy.
